STATUTE OF THE DIVISION OF VASCULAR SURGERY ASSOCIATED
WITH THE UEMS SECTION OF SURGERY.
1. Introduction.
The Division of Vascular Surgery within the UEMS is an associate section of the UEMS Section of Surgery, which was formed in 1993 to prepare specific advice on issues relating to training and professional practice in vascular surgery within the countries of the European Union for the benefit of the EU political administration.
2. Title.
The associate section shall be known as the Division for Vascular Surgery associated with the Speciality section of General Surgery of the European Union of Medical Specialists.
3. Composition.
3.1
The Division of Vascular Surgery may include two categories of membership: (I) full voting representatives of full member states of the EU, states recognized by the Management Council and the Permanent Working Group of Junior Hospital Doctors (PWG); (II) non-voting observers representing the major European scientific societies for vascular surgery, surgeons in training and other relevant professional groups and Malta, Turkey and Hungary.
3.2
There shall be one representative from each member state of the EU who shall be nominated by the competent national professional medical organization in official communication with the UEMS. Representatives of EU countries and the states recognized by the Management Council shall be entitled to vote.
3.3
The tenure of each full member shall be for 4 years, renewable once.
3.4
In the event of a full member being unable to attend a meeting, he may nominate a deputy previously nominated by the national medical organization to attend in his place, subject to the prior approval of the Chairman.
3.5
The Chairman and Secretary of the UEMS Section of Surgery shall be non-voting members of the Division.
3.6
Official national organizations for vascular surgeons in Eastern European countries may be invited to nominate representatives to attend meetings at the discretion of the Chairman. Representatives of these countries shall not have entitlement to vote.
3.7
The European Society for Vascular Surgery (ESVS), the European Chapter of the International Society for Cardiovascular Surgery (ISCVS), the Council of Vascular Surgeons in the EC and representative organizations of vascular surgeons in training may be invited to nominate non-voting observers to attend meetings at the discretion of the Chairman.
3.8
The Division shall elect an executive from amongst its number, which may include a Chairman (President), a Vice Chairman (Vice President), a Secretary and a Treasurer. The last two offices may be held by the same person. Official representatives of full EU member states shall be eligible for election to office. The Chairman and Vice Chairman shall have a tenure of 4 years and shall not be eligible for re-election. The Chairman and Vice President shall not be elected at the same time. The tenure of the Secretary will be for 4 years, renewable for up to two further terms of 4 years. The Vice Chairman and Secretary/Treasurer shall be eligible for election as Chairman.
3.9
The executive members of the Division shall attend meetings of the Speciality
Section of General Surgery as ex-officio members.
3.10
The Division may appoint working parties or commissions to prepare draft documents or recommendations on specific topics for consideration by the full Division.
4. Objectives.
4.1
To prepare advice concerning all aspects of professional practice in vascular surgery in the context of the EU for the benefit of the EU political administration through the UEMS structure.
5. Accountability.
5.1
The Division of Vascular Surgery shall report to the UEMS Management Council through the UEMS Section of Surgery.
5.2
Relations with any organizations or institutions outside the UEMS shall be in accordance with article 11 (III) of the statute and article 24 (III) of the current rules of procedure.
6. Functioning.
6.1
The Division shall meet once per year in conjunction with the UEMS Section of Surgery. Meetings may also be held at other times at the instigation of the Executive.
6.2
Meetings shall be organized in such a way as to entail the minimum of expense. They will be programmed each year and announced in writing to the General Secretary of the UEMS at last 3 months before the date arranged for the meeting.
6.3
Meetings may be attended at his discretion by the General Secretary of the UEMS or another member of the Management Council chosen by him, after first advising the Chairman.
6.4
The agenda shall consist of subjects proposed by the members of the Division, officers of the UEMS Section of Surgery or the Secretary General of the UEMS.
6.5
The agenda shall be circulated to the members and the Secretary General of the UEMS at least 1 month before the meeting.
6.6
The minutes of the meetings shall be circulated to all members, the General Secretary of the UEMS and the Management Council of the UEMS within 1 month of the meeting.
7. Financing.
7.1
The national vascular surgical society or official national nominating organization shall be responsible for the travel and accommodation expenses to enable its representatives to attend meetings.
7.2
The national nominating organizations shall also be required to pay an annual subscription to support the cost of a Secretariat for the Division. The amount of the subscription and the method employed to calculate relative contributions from different member countries shall be decided by the full membership of the Division.
7.3
Any irregularity in the payment of subscriptions shall be notified by the Treasurer to the General Secretary and the Executive of the UEMS, which may suspend the right to vote or adopt other penalties, and may ask the General Secretary of the UEMS to warn the national professional organization to which the member in default belongs.
